Abstract

Tren peningkatan kasus kekerasan, menunjukkan urgensi kebutuhan akan tenaga pendamping yang kompeten dan terlatih. Tujuan program ini adalah mengevaluasi program bimbingan teknis (bimtek) pelatihan tenaga konselor perlindungan perempuan dan anak yang diselenggarakan oleh Dinas Pemberdayaan Perempuan dan Perlindungan Anak (DP3A) Kabupaten Malang perspektif pengambil kebijakan. Program bimtek dilakukan melalui pelatihan selama empat hari yang mencakup materi teoritis dan praktik lapangan. Pihak dalam program ini melibatkan 52 peserta yang terdiri dari delegasi kecamatan serta organisasi masyarakat dan keagamaan. Menggunakan pendekatan kualitatif dengan desain studi kasus deskriptif, program ini melibatkan dua subjek dari DP3A, yaitu Kepala Bidang Perlindungan Perempuan dan Anak dan seorang staf bidang. Pengumpulan data dilakukan melalui wawancara semi-terstruktur dan studi dokumentasi, dengan analisis data menggunakan model evaluasi CIPP. Analisis data menggunakan model evaluasi CIPP digunakan untuk membedah komponen Context (relevansi kebutuhan), Input (strategi kolaborasi dengan pihak terkait), Process (kendala pelaksanaan), dan Product (dampak keberhasilan). Hasil program menunjukkan bahwa program ini dinilai berhasil dalam aspek konteks dan input, di mana perencanaan program didasarkan pada kebutuhan yang nyata dan melibatkan kolaborasi strategis dengan Himpunan Psikologi Malang Raya. Meskipun terdapat kendala pada proses, seperti ketidaksesuaian domisili dan komitmen peserta. Program bimtek ini menghasilkan perubahan yaitu: (1) peningkatan kapasitas konselor dalam penanganan kasus, (2) terbentuknya sistem koordinasi yang terstruktur antara konselor desa dengan UPT, dan (3) peningkatan keaktifan pelaporan kasus dari masyarakat. Implikasinya, program bimtek ini terbukti menjadi strategi efektif untuk meningkatkan kapasitas konselor dan memperkuat sistem perlindungan di tingkat komunitas.
